LOTEX winning consortium meets with the Federal Court of Accounts

This morning takes place the formal presentation of the Estrela Consortium made up of international companies IGT and Scientific Games, LOTEX auction winner last October, before the representatives of Brazil’s Federal Court of Accounts (TCU). The meeting is also attended by the Planning, Energy and Lottery Secretary, Alexandre Manoel, and the Under Secretary of Prizes and Sweepstakes, Waldir Eustáquio Marques Júnior, among others.

Key executives and officials such as Agostinho Garrido, auditor of the Federal Court of Auditors; Roberto Quattrini, IGT Country Manager Brazil and Representative of the Estrela Instantânea Consortium, together with Alexandre Manoel, Waldir Eustáquio Marques, Adhemar Ranciaro Neto, Itamar de Carvalho Pereira and Altair Mendanha de Oliveira, all members of the Secretariat for the Evaluation of Public Policy, Planning, Energy and Lottery of the Ministry of Economy (SECAP / ME), also takes part of the meeting.

The TCU was the organ in charge of examining the technical and economic-financial feasibility studies, as well as the terms of the bidding notice and the draft contract and the acts of the bidding commission, as provided for in Law no. 9491/1997.

The direct supervision and monitoring of the LOTEX concession is the responsibility of the Federal Government, through the Ministry of Finance. The Court is responsible for monitoring the performance of the agencies that oversee the service, in order to verify that they adequately fulfill their role and if they have sufficient structure and tools to fulfill their final activity.

It is worth remembering that on October 22, the Estrela Instantânea Consortium, made up of the international companies International Game Technology (IGT) and Scientific Games International (SGI), worldwide leaders of the instant lottery market, was declared winner of the auction (there was only one presentation), having offered the minimum price stipulated by the Ministry of Economy and the National Bank for Economic and Social Development (BNDES).

The consortium will pay an initial payment of R$ 96.9 million (US$ 23.45m) and seven annual installments of R$ 103 million (US$ 25m), corrected by the National Consumer Price Index (INPC). The concession period is 15 years.
