Project for casino resort in Rio creates artificial island in Guanabara Bay

Businessman Marcelo Conde, from STX Desenvolvimento Imobiliário, presented a firm’s sketch of an artificial island in Guanabara Bay for an integrated resort of US billionaire Sheldon Adelson. It would be a tourist complex with 88,000 square meters convention center, show arena, casino and two hotel towers, with a total of 1,700 units. Connected by Orla Conde, the island would have easy access for pedestrians, cars, yachts and even transatlantic, becoming an international hub of leisure and commerce.

Out of every ten people who analyze Maravilha Port's perspectives, at least nine point to the low population density in redeveloped areas as an obstacle to the success of the country's largest public-private partnership. The theme was central to the panel “Residential and Commercial Developments in the Port Region”, which included businessman Marcelo Conde, from STX Desenvolvimento Imobiliário, with executive Haaillih Bittar, from Tishman Speyer, and State Under-Secretary of Housing, Fábio Quintino. It was the third discussion table at the 1st Solutions Forum for Maravilha Port, on December 9th.

Conde, son of former mayor Luiz Paulo Conde, presented to the public attending the Novotel Porto Atlântico auditorium a list of suggestions for strategic actions to stimulate investment in housing projects in the Port region:

  • Creation of green areas
  • Increased local security
  • Hillside treatment and urbanization of Morro da Providência
  • Integration of the region with the expressway Rodrigues Alves
  • Continuation of Orla Conde towards Gamboa Pier
  • Legislative stimulus to residential typology
  • Stimulus to Gamboa's houses retrofit
  • Flexibility of Inepac and Iphan parameters
  • Cost reduction of CEPACs

Conde presented an STX sketch of an artificial island in Guanabara Bay to an integrated resort of US billionaire Sheldon Adelson. It would be a tourist complex with 88,000 square meters convention center, show arena, casino and two hotel towers, with a total of 1,700 units. Connected by Orla Conde, the island would have easy access for pedestrians, cars, yachts and even ocean liners, becoming an international hub of leisure and commerce.

STX carried out a feasibility study for the discontinued work of the Porto Vida project, an unfinished mixed-use complex near Rio Bus Station and VLT Rio's Praia Formosa end station. It is next to the tower built by Odebrecht to be a Holliday Inn hotel, the largest hotel in the Port Region. The tower stands out in the scenery of the region near the Rio Bus Station but is deactivated.

Porto Vida provided for more than 2,000 residential units, designed to attract diverse audiences, student and senior use towers, as well as offices, shopping, a large leisure area and parking. The city government planned to have the Arbitrators Village and the non-accredited media of the 2016 Olympics there. Later, the units would be sold to the municipal officials. However, a financing solution could not be reached to meet this objective, and the works were left in the skeleton.

STX also produced a revitalization project on the waterfront between sheds 8 and 18, an area of just over 120,000 square meters. The study foresees a large wooded area, boardwalk and various sports and leisure uses, served by a 10,500 square meter shopping center to be installed in existing structures. The complex foresees the opening of the intersection between Avenida Pereira Reis and the Rodrigues Alves Expressway, facilitating access for pedestrians and cars, in addition to offering 660 spaces.
