According to the congressman, there are 20 million people betting in clandestine places around the country and moving US$ 4.9 billion, which do not return to society. Bacelar was a city councilor in Salvador on four occasions, being his first warrant in 1982 and also served as Secretary of Education in the city. In 2014 he was elected federal deputy with 95,000 votes and reelected in 2018 with approximately 150,000 votes by Bahians. Today, he is preparing to run as mayor of Salvador in the 2020 elections.
