Bill authorizing new Special Tourism Regions to operate casinos in Brazil wins key vote

The bill by Damião Feliciano (PDT-PB), authorizing the creation of Special Tourism Regions to operate casinos and other service providers in Brazil, had a positive opinion of rapporteur Eduardo Bismarck (PDT-CE) last Tuesday. According to him, 'the tourism industry has a remarkable capacity for job and income generation, with immense positive economic and social consequences.'

Deputy Damião Feliciano (PDT-PB) drafted Bill No. 3,234 to encourage tourism in his territory. "The Executive Branch is authorized to create, in the area of activity of the Northeast Development Superintendence (SUDENE), Special Regions of Tourism (RET) subject to the legal regime established in the project, with the purpose of developing the tourism industry and expanding the offer of local and regional tourism services,” according to a text published on the website of the Chamber.

The project establishes that the RET will be made in areas of high tourist potential, and defines the framework conditions: I - remarkable landscapes; II - localities and natural accidents suitable for resting and practicing recreational, sporting or leisure activities; III - goods or places of historical, artistic, archaeological or prehistoric value; IV - cultural or ethnological manifestations; V - areas intended for the protection of renewable natural resources; VI - protected areas, pursuant to Law No. 9,985, of July 18, 2000; and VII - others that may be defined.

In these spaces will be allowed to operate some service providers such as casinos, lodging, tourism agencies, tour carriers, event planners, theme parks and tourist camps.

Last Tuesday (17), rapporteur Eduardo Bismarck (PDT-EC) voted in favor of the creation of the RET. According to him, "the tourism industry has a remarkable capacity to generate jobs and income, with immense positive economic and social consequences. There is huge tourism potential precisely in the regions that today face the greatest regional inequalities, which strongly suggests that the development of the tourism industry is strategic to move in this direction.”

"Indeed, tourism is one of the main economic activities in the world today and achieves multiple objectives. It generates many jobs, preserves the environment, conserves cultural traditions, brings people and nations closer, rescues millions of citizens from poverty. This law meets these aspirations, combining the development of an important source of income and employment generation with the stimulation of regions of low economic activity, but of great potential,” analyzes Bismarck when voting for the approval of Bill no. 2019 with the amendment of the Commission for National Integration, Regional Development and the Amazon.
