For Fernandes, the fight against the disease needs a fixed source of money. "It is incumbent upon the public power to promote policies to prevent, combat and treat in a dignified manner the carriers of this terrible disease. That’s why financial resources are needed," said the deputy.
Sources
The fund will have three main sources of funds:
- 1% of the gross collection with the Tax on Industrialized Products (IPI), the PIS and the Contribution for the Financing of Social Security (Cofins) incident on cigarettes and other tobacco products;
- 0.5% of the gross collection with IPI, PIS and Cofins incident on alcoholic beverages;
- part of the resources of the Federal Lottery Special Fund, which receives a portion of the federal lottery collection and finances social actions.
The participation of the lottery fund in the FNCCAP will be defined later in a specific law, according to PL 244/19.
The new fund may also receive donations from individuals and legal entities. Donors will have a tax benefit, with the discounts on the Income Tax.
The text establishes that the new fund will have an advisory council, composed of 34 representatives, to manage the allocation of resources received.
Processing
The proposal will be analyzed conclusively by the Social Security and Family committees; Finance and Taxation; and Constitution and Justice and Citizenship.
