Brazil’s House approves more than 100 articles of Tourism Law and leaves out games of chance

After years of proceedings in the House, the plenary of Brazil’s Chamber of Deputies approved the total opening of foreign capital in national airlines and the update of more than 100 articles of the General Tourism Law. The rapporteur Paulo Azi (PODE-BA) rejected the amendment of his colleague Andres Sanchez (PT-SP) authorizing gambling and the president of the House, Rodrigo Maia, assured that the legalization of the activity will only be voted on a separate project.

Maia had committed at the end of last year with the leaders not to include the legalization of gaming within the tourism law as requested by the amendment 7 presented by the deputy Sanchez to approve the installation of casinos in resorts and of bingos in football stadiums. Following that line, deputy Paulo Azi rejected this text in the session prior to the vote yesterday (20th) of the general tourism law so that games of chance were definitely apart.

"The legalization of the gaming sector will not be included in this matter. It will be a new project that will deal only with the subject matter of games of chance when it is ready to vote," Maia told Deputy Bacelar (PODE-BA) during the session.

The text changes provisions of the General Tourism Law, one of the flags of the Ministry of Tourism to promote debureaucratization and modernization of the sector. The bill was approved by 329 votes to 44. After evaluating the highlights, the bill goes to the Senate and, if approved, goes to the presidential sanction.

The opening of the domestic aviation market and the changes in the General Tourism Law are some of the priorities of the portfolio for strengthening the sector. The expectation is that the approval of the end of the foreign capital limit in the airline market will promote the opening of new routes, the creation of new flights, the reactivation of airports and may also reduce the price of tickets for the traveler, because it deconcentrates and encourages the growth of the market.

The changes in the General Law of Tourism, in turn, meet demands of the productive sector as it aggregates market trends and bureaucrates procedures for the performance of tourism service providers. Promotion of research and scientific production, attention to services provided to people with disabilities, incorporation of accommodation segments, incentive public-private partnerships are part of the project.
