Brazilian deputy wants to call companies to discuss online gaming regulation

Deputy Evandro Roman (PSD / PR) requires a Public Hearing with representatives of companies to discuss the regulation of online gaming in Brazil. 'An effective regime can help achieve benefits, including protecting consumers, generating tax revenues, keeping crime free and maintaining sporting integrity,' says Roman. The Req. 29/2019 awaits deliberation in the Committee on Sport (CESPO).

The full justification of the deputy states:

Online gaming is currently regulated in over 60 countries around the world. In these places, gaming licenses are issued by a gaming regulator and present certain conditions that operators must comply with to operate.

There is no standardized regulatory model in place, as each country adapts its regulations, including the definition of different operational standards, focusing on different types of games and enacting different regulatory restrictions.

An effective regulatory regime can help achieve benefits, including consumer protection, tax revenue generation, crime-free play, and sporting integrity.

A multifaceted approach to regulation is needed, which may include, among others, the following measures:

  •  regulations on the identity of customers;
  •  integrity betting measures; 
  •  measures against money laundering; and
  •  responsible gaming tools.


There is often speculation about the use of internet websites of online gaming for purposes of money laundering and terrorist financing. Although the UK government has classified gambling as "low risk" in its risk assessment in 2015, it is important that measures be taken to protect online gambling against this activity.

We estimate that the Brazilian online gaming market could be worth US$ 2.1 billion if it were effectively regulated and taxed. This estimate is based on the assessment of other regulated jurisdictions and accounts of the Brazilian adult population and the level of disposable income.

While this is an estimate and actual market size will depend on a number of factors, comparisons with these reference countries per capita and in terms of GDP show that this estimate is reasonable. The significant amount of online gaming already taking place in Brazil also supports the thesis that there is a strong Brazilian appetite for gambling.

In this sense, and in order to gather efforts and subsidies for a successful debate, I count with my peers in this committee to hold a Public Hearing with the participation of representatives of online gaming companies.
