After more than two months of the assumption in their positions of the new deputies elected in 2018 and the beginning of the 56th legislature of the Chamber, it was announced the launch of the new Parliamentary Front for the Approval of the Regulatory Framework of Gaming in Brazil in the House. The act will take place on May 8, at 9:00 am, at the Auditorium Freitas Nobre of Annex IV of the Chamber of Deputies, in Brasília (DF), where the Front will be installed and it will be announced its governing body and how many parliamentarians will be part of it.
With the new Front, the movement towards legalization of gaming in Brazil gains another legitimate way to press the president of the Chamber of Deputies to include on the agenda’s plenary bill 442/91 that was approved by the Commission Special of Gaming in 2016 and since then awaits the vote of the parliamentarians.
The launch of the new Parliamentary Front for the approval of the Regulatory Framework of Gaming in Brazil is the result of the work of Dep. Barcelar, who began to collect signature of the parliamentarians in February, just after the start of the 56th legislature of the Chamber of Deputies.
In a period of less than two years, this will be the second Parliamentary Front for the Adoption of the Regulatory Framework of Gaming created in the Chamber of Deputies. The first one was launched in September of 2017, the collegiate was formed by the president César Halum (PRB-TO), 1st vice-president, deputy Nelson Marquezelli (PTB-SP); Secretary-General, Deputy Goulart (PSD-SP), Advisory Director, Evandro Roman (PSD-PR) and representatives of the Regions: North, MP Hiran Gonçalves (PP-RR) Northeast, Bacelar (We-BA); Center-West, Magda Mofatto (PR-GO): Southeast, Diego Andrade (PSD-MG) and South, Pompeo de Mattos (PDT-RS).
During this period, between September 2017 and the end of the last parliamentary term, the Parliamentary Front for the Approval of the Regulatory Framework of Gaming did not obtain results expressed in the Chamber. However, it participated in great debates related to gaming as in the occasion where the legalization of just casinos was tried within the project of the new general law of Tourism, an attempt that was criticized by several deputies who were part of the Front.
In the light of the launching of the new Front, the IJL (Legal Gaming Institute) announced a special dinner on May 7, in Brasilia, for an update on the procedure of PLS 186/14 in the Senate, of PL 442/91 in the Chamber and on the judgment in the Federal Supreme Court of the general repercussion of Extraordinary Appeal 966.177, reported by Minister Luiz Fux.
Amid all this movement, the legalization of gaming in Brazil awaits the vote of PLS 186/14 in Senate plenary, even without approval of the CCJ of the House; and PL 442/91 in the Chamber. Apart from the bills, the market also expects the disclosure of the first measures regarding the regulation of sports bettings legalized under MP 846/2018 and that is in charge of the Ministry of Economy.
