Brazilian Economy Minister is summoned to clarify privatization Caixa lotteries

Through request 18/2019, Deputy Erika Kokay (PT/DF) ask the convocation of Minister of Economy Paulo Guedes to provide clarification on the privatization of Caixa lotteries, the accounting maneuver with an extraordinary provision of up to R$ 7 billion (US$ 1.8bn), the nomination of personal trainer for the position of consultant and the statements of the president of Banco do Brasil on privatization of main state-owned companies, including BB itself, Caixa and Petrobras.

The application is ready for Guideline in the Committee of Work, Administration and Public Service (CTASP). In the justification, Mrs Kokay states:

As reported by the media, the government plans to hold the Lotex auction on April 26. Caixa Econômica Federal, as it is known, is the only 100% bank in Brazil with branches spread from north to south of the country.

In 2017, Caixa's lotteries raised almost R$ 13.9 billion (US$ 3.6bn). Of this total, about R$ 5.4 billion (US$ 1.4bn) were transferred to the social programs of the Federal Government related to social security, education (Student Funding - Fies), sports (Ministry of Sport, Brazilian Olympic Committee, Brazilian Paralympic Committee and football clubs), culture (National Culture Fund), security (National Penitentiary Fund) and health (National Health Fund), which corresponds to 37.1% of the total collected. Should the Instant Lottery be privatized, the social transfer should be downgraded to 16.7%.

In 2018, Fies received R$ 730 million (US$ 189m) to finance higher education courses for students, mainly from low-income families. For the National Culture Fund, the
onlendings were approximately R$ 387 million (US$ 100m).

Also in the list of actions aimed at dismantling the bank, Caixa's presidency prepares an extraordinary provision of up to R$ 7 billion (US$ .8bn) for possible losses with defaults on real estate financing and with the devaluation of properties that have been taken over by the bank.

The accounting maneuver aims at the accelerated dismantling of the institution with a view to making it weak and deficit, to pave the way for the privatization of strategic sectors of the institution, leaving more and more distant the perspective of a public company in tune with the social challenges.

Recently,
along the same lines, Caixa lost its seat on the Trustee Council of the Guarantee Fund for Length of Service (FGTS). The government issued Decree No. 9,737 / 19, which changes the composition of the Council. Thus, the company, which is the manager of one of the largest social investment funds in the world, will only have the function of providing "technical support" to the said collegiate. Published on March 26 in the Official Gazette, the decree also reduces by half the number of workers 'and employers' representatives, from six to only three representatives each.

It should also be pointed out that the bank appointed the physical educator Cleyton
Carregari as a consultant to the Presidency, who has no ties to the bank. Caixa's bankers, undoubtedly, have a rating above the market average, which reinforces that political indications such as these are not justified.

Finally, the president of Banco do Brasil, Rubem Novaes, in a recent lecture during the seminar "A Nova Economia Liberal" ("The New Liberal Economy") at the Getúlio Vargas Foundation (FGV) in Rio de Janeiro, openly defended the privatization of the main state-owned companies, including BB
itself , Caixa Econômica Federal and Petrobras. For Novaes, "it is the role of liberal government economists to defend the privatization of these state-owned enterprises."

In view of the foregoing, it is necessary for the Minister PAULO GUEDES to appear before this Committee in order to provide the necessary clarifications, an initiative for which we request the support of the noble members of this Collegiate.
