Bill proposes redistribution of numerical lotteries percentages destined to Sport in Brazil

Deputy Beto Pereira (PSDB / MS) presented PL 1920/2019 in the Protocol Section (SEPRO) of the Chamber amending Law No. 13,756 of December 12, 2018 to redistribute the percentages of lottery proceeds to the Ministry of Sport, in the form it specifies. 'This concentration on the allocation of lotteries resources to the cause of the sport needs to change,' says the deputy.

The purpose of this proposal is to correct a great distortion observed today in the distribution of the proceeds from the collection of federal lotteries: the incorrect concentration of such resources destined to sport in the figure of the Union. Currently, Law 13,756, dated December 12, 2018, provides that 3.53% of the product of the collection of lotteries of numerical prognoses should be destined to the Ministry of Sport.

"The distribution of this percentage, however, is extremely perverse for states and municipalities: while the federal ministerial portfolio in charge of sports receives 2.49% of the total, state, district and municipal sports departments receive only 1% of the total. The remaining 0.04% is destined to the National Federation of Sports Clubs (Fenaclubes) ", explains Pereira in his justification.

"This concentration on the allocation of lottery resources to the sport's cause must change. It is fundamental, for the sake of respect for the federal pact, that states, federal district and municipalities have at least access to the same percentage of resources that is the responsibility of the Union. This is precisely what we intend to institute with the presentation of this bill," concludes the legislator.
