Deputy Nunes requires public hearing to discuss installation of casinos in Brazil

Deputy Bibo Nunes (PSL / RS), head of the Tourism Committee, presented the petition 29/2019 to discuss the legal and tax measures necessary for the installation of casinos in Brazil’s territory, as well as the expectation of impact on tourism, with the participation of representatives of this sector, finance and public security. 'Knowledge about the benefits that will be generated with the installation of casinos is very solid,' says Nunes.

In accordance with art. 255 of the Internal Regulations of the Chamber of Deputies, Nunes requires that, after hearing the Plenary of the Committee on Tourism, a Public Hearing be held to discuss the legal and tax measures necessary for the installation of casinos in the national territory, as well as the expectation of impact on tourism, with the participation of the following guests:

  • Representative of the Ministry of Tourism;
  • Representative of the Ministry of Justice and Public Security;
  • Representative of the Federal Revenue Service;
  • epresentative of the National Confederation of Goods Trading, Services and Tourism;
  • Representative of the National Forum of Secretaries and State Directors of Tourism - Fornatur.


Deputy’s full justification states:

The purpose of this Application is to restart the debates about the operation of casinos in our territory. We are in a new Legislature, with a quite different parliamentary composition. The Executive Branch also has a new assessment guideline. We just observe the new visa policy for foreign tourists, the opening of foreign capital in aviation and the progress of the new General Tourism Law.

This is only in relation to the focus of this Collegiate work. In addition, an anti-corruption bill is being processed and the fiscal area seeks balance in public accounts. On the other hand, knowledge about the benefits that will be generated with the installation of casinos in our territory is very solid.

In this way, we seek to bring to the proposed debate, the macro involved with the theme. These include tourism, finance
and public security. We hope to hear what has been done in the Executive and what is in its horizon of action regarding the promotion and creation of a legal base that covers undesirable practices. To complete, we propose to have the main actors of tourism: ministry, state secretaries of tourism and the most important entity representative of the tourism production chain.

We understand that the reduced number of guests will allow a more in-depth debate in this Collegiate. Experiences show that Tables with many participants make it difficult to extend discussions.
