Under pressure, Caixa adjusts the 'gag law' for lottery vendors

After the pressure exerted by the lottery sector, Caixa decided to adjust the circular that imposed a true 'gag law' to lottery retailers. The main change will be the withdrawal of the possibility of automatic suspension of the concession in case of non-compliance with the rules of conduct. According to Circular 816 published this week, if owners of these agencies speak badly of the state bank or lotteries, Caixa will have the right of exploration suspended, with possibility even of cassation.

Caixa issued this week Circular 816 with a new "Regulation of Lottery Permits" that imposes a true gag law on lottery stores owners. Lottery owners are also prohibited from demonstrating on social networks or other means against Caixa Econômica Federal and Caixa's lotteries.

In specifying the conduct of the entrepreneur, a circular issued by Caixa also established that lottery retailers "should not disclose or incite the disclosure of inaccurate information" about the bank and lotteries. Anyone who disobeys may have the permission revoked by Caixa unilaterally.

Recently, with the launch of the internet betting system, made in August last year by Caixa, the bank became the target of critics by lottery retailers.

Point 24.6 of Circular 816 refers to the "Conduct of the Lottery Entrepreneur" and expresses:

- The lottery entrepreneur shall not disclose or encourage the disclosure of inaccurate information about CAIXA or CAIXA Lotteries,

- The lottery entrepreneur should not manifest in a way that is harmful to the image of CAIXA or CAIXA Lotteries, in social networks or in any other media,

- The lottery entrepreneur must protect the reputation of CAIXA, guarding it from inappropriate actions and attitudes that compromise its image, practiced directly or indirectly by people acting on behalf of the PERMISSIONARY.
