House’ Sport Committee discusses regulation of online gaming in Brazil

The regulation of the online gaming sector in Brazil is the subject of the public hearing that the Sports Commission of the Chamber of Deputies carries out today (Wednesday 22). The debate proposed by Dep. Evandro Roman (PSD-PR) will bring together experts from various companies in the gaming market to share experiences and suggest the best practices that may be part of the future Brazilian regulation.

At the end of last year the federal government approved Law 13576/18 authorizing sports betting games by physical ways or the Internet in Brazil, but the legislation still needs to be regulated.

Deputy Evandro Roman, from the PSD of Paraná, who proposed the public hearing, recalled that bets are already made by Brazilians in foreign websites: "The gaming activity already exists. We need to regulate it to generate resources for the Union, for clubs, for sport, for activities or it will exist still clandestinely. Today it exists, there are studies that show that only with online gaming today Brazil loses around 5 to 8 billion reais (US$ 1.2 to 1.95bn) a year precisely because it is not regulated."

In addition, the parliamentarian also said that online gaming are already regulated in more than 60 countries. "In these places, the gaming licenses are issued by a regulatory body. There is no standardized regulatory model in place, because every country adapts its regulations."

According to Roman, effective regulation can help protect consumers, generate tax revenues and maintain athletic integrity. He also said that such regulation should cover rules on the identity of sports betting customers and measures against money laundering.

"We estimate that the Brazilian regulated online gaming market could be worth US$ 2.1 billion if it were effectively regulated and taxed," Roman said. "This estimate is based on the assessment of other regulated jurisdictions and accounts of the Brazilian adult population and the level of disposable income," he explains.

Representatives of the government, gaming companies and some countries where this gaming modality has already been regulated, such as Spain, England and Portugal, were invited.
