This law would authorize the Executive Branch to create, in the area of operation of the Northeast Development Superintendence (SUDENE), Special Regions of Tourism (RET) subject to the special legal regime, with the purpose of developing the tourist industry and expanding the offer of local tourist services and regional levels.
The states of Alagoas, Bahia, Ceará, Maranhão, Rio Grande do Norte, Paraíba, Pernambuco, Piauí, Sergipe and, in part, the states of Minas Gerais and Espírito Santo are under the jurisdiction of SUDENE.
The Special Regions of Tourism will be created in areas of high tourist potentiality, thus characterized by virtue of the existence or the concrete possibility of occurrence in its territory of remarkable landscapes; localities and natural accidents suitable for resting and practicing recreational sports or leisure activities; goods or places of historical, artistic, archaeological or prehistoric value; cultural or ethnological manifestations or areas destined to the protection of renewable natural resources.
According to the idea of deputy Feliciano, the following providers of tourism services may be authorized to operate in the Special Tourism Region:
I - ways of hosting
II - travel agencies
III - tourist carriers
IV - event organizers
V - theme parks
VI - tourist camps
VII - casinos
"It is fundamental that we use creativity to find alternatives that stimulate the development of tourism in Brazil. Through our initiative, we seek to contribute to the search for ways that unlock the strength of activities. We suggest the creation of Special Regions of Tourism in areas of high potentiality. Among other aspects, we have defined that the providers installed in the RET will have suspension and exemption from taxes and contributions on imported equipment and those acquired in the domestic market. Our initiative also includes the permission for the operation of casinos inside the enclaves", explains the deputy in his justification.
