LOTEX auction is postponed for the sixth time, will be now May 28

In a novel that seems to have no end, the Government decided to postpone the bidding for the Brazilian Exclusive Instant Lottery. The proposals of interested companies should be presented today (Monday), but on last Thursday’s afternoon it was officially informed that the Submission of Proposals will take place on May 23 and the Public Auction Session will be held on the 28th of the same month.

The Auction Commission Nº 3/2018-PPI / PND, announces the postponement of deadlines for Submission of Proposals and other documents necessary for participation in the auction and for the Conduct of the Public Auction Session.

The Submission of Bids and other documents necessary for participation in the auction will be held on 05/23/2019 and the Auction Public Session will be held on 05/28/2019.

An auction had been scheduled for July 2018 but there were no interested parties. The dispute was then postponed to the end of November and then to February this year.

At the request of the Secretariat for Evaluation of Public Policies, Planning, Energy and Lottery (SECAP), Caixa decided to lower rates for the use of its lottery network in the sale of the Exclusive Instant Lottery (LOTEX).

In January, the value would have a floor of 4.34% and a limit of 5.66%, on the value of the ticket/bet. Now, rates range from 1.10% to 1.7%, with progressive increases. The measure sought to attract foreign companies that expressed dissatisfaction with previous values.

The expectation of BNDES collection with the grant is at least R$ 642 million (US$ 163m) over 3 years. The concession term is 15 years. Before, the government spoke of a minimum bid of R$ 1 billion (US$ 253m).

According to the state-owned bank, companies with proven experience in the market of instant lotteries "with operations at levels compatible with those designed for Lotex" may participate in the auction.

The participant who presents the highest value for the initial portion of the grant will be the winner, considering the floor established by the government of R$ 156 million (US$40m). In addition, the concessionaire will make 3 payments of R$ 162 million (US$41m) within 12, 24 and 36 months from the execution of the agreement.

In a report issued in December, the Ministry of Finance and the Cade (Administrative Council for Economic Defense) said that the Brazilian lottery market has the potential to double that of today.

The text highlighted the privatization of Lotex and the legal framework, sanctioned by President Michel Temer at the end of 2017, as factors that can boost the growth of the sector.
