BgC 2019 - Panel "Games to combat inequality"

Gaming must generate wealth to reduce social differences

Daniel Homem de Carvalho, secretary of the OAB Special Gaming Commission, moderated the closing panel of BGC 2019 that addressed the possibilities of the sector to combat inequality in Brazil. Kelly Mattos, president of Loterj; Iuri Ribeiro Castro, executive director of Caixa's Lotteries, and Filipe Rodrigues, general director of the Institute for Governance and Integrity in Sport, confirmed the creation of a special company for Caixa's Lotteries.

Homem de Carvalho invited Filipe Rodrigues, director general of the Institute of Governance and Integrity in Sport, to speak on the subject, who said that without a doubt the regulation of the gaming sector will bring wealth to the country with the creation of many companies and, ultimately, by the strong generation of jobs, which will culminate in the reduction of inequality.

"The sport has this function and, linked to sports betting, will make a jump in this type of change that the country expects, especially because it will not be restricted to football players with their high salaries, but to the whole chain involved," he said. "eSports have done very well the role of bringing young people into a playful activity while it has become a form of social inclusion, which will also allow to offer betting options and to combat inequality by creating income in this area."

Then, Kelly Mattos, president of Loterj, showed the concern that the Lottery of Rio de Janeiro has with social inclusion. "We have a fundamental role in social care in the state, and we serve not only needy children, but also women victims of violence, at Casa Abrigo Lar da Mulher, created to serve a portion of society until very little time assisted by public power. We also attend APAE's, Pestalozzi Association and other entities such as Creche Cidade de Deus, Batan Daycare etc."

Iuri Ribeiro Castro, executive director at Caixa's Lotteries, brought the experience of the federal government in the operation of gaming. "We received in 1967 the responsibility of administering the prognosis contests and this gives us the prerogative to operate the lotteries in Brazil since then. We are not static, but dynamic, always seeking new products and new channels. So much so that Caixa's Lotteries was created, to strengthen and give better sustainability to our function," Castro commented.

"In 2018 we manage more than 14 billion sales of the different lottery products and we have others to be launched because we want to increase our results, as we are never happy with our results. We are convinced that our payout is very low, but we are hostages of a high-income tax and few times this is said. Even so, in 2018, we made the transfer of R$ 3.76 billion (US$ 985m) to the social sector, which demonstrates our vocation for this aspect of our activity," added the director of the new company Caixa Loterias.
