He argues that the activity must be regulated, otherwise it does not work: 'Even jogo do bicho should be legalized to pay taxes. Today, everything is in contravention.'

The congressman cites examples of people who come to Brasilia asking for this release. "The guys come here to talk about casinos, you have to see the guys from Santo Ângelo, Santiago, Santa Maria, they're going to play at the Santo Tome casino in Argentina, they go to a hotel on Friday and spend three days playing there , spending at the hotel, having dinner, lunch, visiting the city. This could be done in São Borja,” he commented.

The senator asks why it is not possible to have casinos in Brazil. "Imagine in Gramado, in Canela, how the region could grow and improve its business even more. Therefore, I am in favor of this move," stresses Heinze.

The proposal to legalize games of chance wins every day new defenders. The reopening of casinos in Brazil, so discussed in recent years after the closure of these gambling venues in 1946, now gives them the chance to go out from hiding and to work, as in many other countries, within the law.

In the Senate, Law Bill (PL) 186/2014 is awaiting Plenary deliberation. In the Chamber of Deputies there is also a project with several projects. The most recent is PL 9.711 / 2018. But it has been stopped since 2016.
