Brazilian Senator proposes to increase the transfer of lotteries to social institutions

Senator Flávio Bolsonaro (PSD / RJ) presented to the National Congress a bill that intends to include the Brazilian Beneficent Rehabilitation Association (ABBR), in Rio de Janeiro (RJ), as beneficiary of the federal lottery collection. The project also foresees the increase from three to four the number of lottery games whose net income will be destined to certain entities of the civil society.

According to the Senator, the fiscal framework does not allow additional subsidies due the lack of budgetary resources, even for essential health activities such as those carried out by ABBR. The request for the amendment to PL 3071/2019 is currently in the Social Affairs Committee, in the Senate of the Republic.

ABBR is a non-profit philanthropic institution dedicated to the care of children and adults with physical disabilities. Currently, it has 100 inpatients and 780 in the outpatient clinic, and in the Children and Youth department about 300 children are attended. The medical staff, consisting of physiatrists and consultants of various specialties, carries out about a thousand monthly consultations. With the approval of Flávio Bolsonaro's project, more social institutions can receive federal financial support.

According to data presented by Agência Brasil on amounts accumulated by lotteries of Caixa Econômica Federal in 2017, more than R$ 4 billion (US$ 1.05bn) were offered as prizes in that year. Also, according to Agência Brasil, of the total amount collected by the federal lotteries in 2017, R$ 6.55 billion (US$ 1.7bn) were allocated to social transfers in the areas of Education, Social Security, Culture, National Penitentiary Fund and Sports.
