Sao Paulo Football Federation organizes seminar on regulation of sports betting

Sao Paulo Football Federation (FPF) organizes at its headquarters, on July 30, the Seminar 'Sports Betting, Philanthropic Drawings and Commercial Promotion' so that the Brazilian sport can know firsthand plans of the Economy Ministry for the regulation of bets. The event will have lectures by Alexandre Manoel Angelo da Silva and Waldir Eustaquio Marques Junior together with the president of FPF, Reinaldo Carneiro Bastos; Paulo Schmitt, member of the Integrity Commission; and Professor Pedro Trengrouse.

For years, the Sao Paulo Football Federation (FPF) has been a pioneer in the main issues relevant to Brazilian sport, and in the sports betting theme it is no different. In 2016, it was the first sports organization in the country to take concrete measures against the manipulation of results by monitoring betting patterns and detecting improper conduct and unusual activities, which was fundamental to the ‘Game Over’ operation, which disrupted the international corruption scheme.

Now, again, the FPF comes out ahead and organizes in its own headquarters, next July 30th, a seminar so that the Brazilian sport can know firsthand plans of the Ministry of Economy for the regulation of sports betting, which already move at least R$ 4 billion (US$ 1.05bn) per year in Brazil, also exploring possibilities of philanthropic draws and commercial promotions as fundraising for sports entities and presenting the FPF Integrity Booklet, clearly exposing the difference between bets and manipulation of results.

The opening will be the responsibility of the President of the FPF, Reinaldo Carneiro Bastos, and next Paulo Schmitt, Member of the Integrity Committee of the FPF, will launch the ‘Integrity Booklet - The difference between Bet and Manipulation.’

The main lecture will be in charge of the National Secretary for Evaluation of Public Policies, Planning, Energy and Lottery of the Ministry of Economy, Alexandre Manoel Angelo da Silva, one of the most important technical staff in Brazil. He will speek about the regulation of sports betting sector in Brazil.

In addition to sports betting, Alexandre Manoel Angelo da Silva's assignments include the formulation of fiscal policy, evaluating public policies and monitoring the evolution of public spending, in order to promote the sustainability of public accounts; competences relating to the promotion of competition; and governance of prizes and draws, executing lottery regulation, commercial promotion and early attracting popular savings, in order to defend competition.

Waldir Eustaquio Marques Junior, who is in charge of the undersecretary of Prizes and Draws of the Ministry of Economy, a position created by the current government to specifically address issues related to gaming, will speak about philanthropic draws and the distribution of prizes as sources of resources for clubs, demonstrating that Brazilian legislation already allows a series of initiatives that may be better used by Brazilian sport.

And to close the event, the FPF invited Professor Pedro Trengrouse, academic reference in Brazil for the gaming industry and the only Brazilian member of the International Association of Gaming Advisors (IAGA) and Vice-President of the Special Committee on Gaming Law Sports, Lottery and Entertainment of the Federal Council of the Brazilian Bar Association, to talk about the challenges and opportunities for sports entities with the regulation of the sector in Brazil.
