In front of a crowded room in the Paulista Football Federation, Alexandre Manoel showed a presentation called “Lotteries and sports betting in Brazil”, where he explained the situation of the lottery market in Brazil, the behavior of sports betting in some European countries and the creation of fixed odds betting in the country.
“One of the goals of sports betting regulation, in addition to fostering activity, promoting private industry and government revenue, is also to protect sports. That's why it's important to be here with the sports community. Our biggest concern is the gambler's safety and the integrity of the games. We will try to put the Brazilian market within the best practices in the world,” said Manoel.
The secretary assured that “last year it was not possible to hire staff with expertise to work in regulation. Today we can already, and with that, we hope to speed up the processes and do our utmost to deliver the regulation by the end of the year.”
About the model chosen so that companies can work in the sports betting business, Alexandre Manoel explained: “There are two modalities for bidding on sports betting. Authorization and concession. With the concession, a fixed number of operators had been established. A period of 10 or 15 years will be established. If it is by permission, the company only has to meet certain requirements that will allow it to operate and will be licensed in Brazil. We have not defined yet this aspect. The public consultation will help. We gave the market 30 days to comment with suggestions. The idea is to spend another 30 days in studies and start to regulate in mid-October or November.”
“What Congress has to do is structure how the prescribed prizes will be directed. It is a small detail. Just the addition of an item in the law. We'll need an amendment that addresses this. We cannot regulate without addressing this issue. In addition, with the return to the Congress, we also hope to reorganize the GGR issue so that we can be in line with best market practices. The government will be interested in changing the parts of the GGR and the payout that do not agree with the world,” said Silva, referring to prizes not claimed by the winners.
“Regulation can also make international bookmakers interested in sponsoring clubs. Certainly, there will be a lot of interest from these operators to sponsor the Brazilian teams because these are their main goal. This market gap will be filled,” added Alexandre.
