1st International Seminar on online gaming regulation will take place in Rio de Janeiro

The new “Brazilian Association of International Gaming Operators and Providers”, which was born after last May Public Hearing to help the Brazilian Congress, launched its first event. The “1st International Seminar on Online Gaming Regulation” will take place at the Grand Hyatt of Rio de Janeiro on September 13, 14 and 15. Witoldo Hendrich Júnior, expert gambling lawyer and founding partner of Online IPS, is the founder of the Association and, for the moment, its president.

Hendrich Júnior told Games Magazine Brasil about the origins of the new association: “The idea was born when we participated in the public hearing in May on the sports commission. At that time, we realized that the only way to help the National Congress to take the steps towards good regulation would be to increase the debate on the level of information on the subject.” 

The biggest difficulty in legal terms was at the time of registration. The notary responsible informed that the association of companies would only be possible for those with CNPJ, which is incompatible with the fact that operators and other interested parties are not established in Brazil.

“We decided, therefore, to create an association of individuals only to give legal personality, enabling educational events. As it is the very beginning, we will still have contractual changes to internalize all the individuals necessary for the good running of the association. As for the companies, they will participate as maintainers of the association, a kind of observers, providing the necessary technical subsidies to reach the desired goal,” comments the lawyer.

The association's function is not to set up trade events, with stands, banners and brand advertising, nor to make a profit or pay salaries to the administrators. The goal is to “educate” - in a good way - in their audience, who are parliamentarians and other authorities.

The event will take place at the Grand Hyatt, in Barra da Tijuca. The agenda is still in the making as it depends largely on the arrival and departure dates of the parliamentarians involved. The Association has around 20 confirmations at the moment and the approval of the application yesterday, at the Sports Commission, was fundamental to the success of the event. “We had to do this outside Brasilia as a matter of opportunity. In Brasilia, it is impossible to talk to parliamentarians with the least peace of mind. The phones ring incessantly, dozens of important polls all the time, meetings and micro-crises to deal with. Parliament has decided to take the lead in the country and the price is lack of availability. They have been working too hard over there. Therefore, getting them out of Brasilia proved essential to this process. Also, using their weekend to get their full attention proved necessary. In fact, I publicly appreciate their availability. It's commendable of them to spend their days off listening, learning and teaching,” explains Hendrich Júnior.

“I am the association's president by accident. Once we have a more stable legal scenario that allows operators to come, I will pass the position to someone with real ability to bring the association to the level of importance it deserves. For now, I'm just making this possible,” says the lawyer who specializes in the legal aspects of gaming.

Hendrich Júnior adds that “on the side of operators and service providers, we have a lot of good and influential people in the gaming industry. Undoubtedly, the most important is the participation of executives from the Malta Gaming Authority, who come to Rio to explain to parliamentarians the difficulties of creating a competent agency and how difficult is the licensing process of a company to operate in this sector.”
