Bill 4089/19

Proposal states transfer of money from federal lotteries to Brazilian women's sport

Bill 4089/19 requires 30% of the federal lottery money earmarked for the Brazilian Olympic Committee (COB) and the Brazilian Paralympic Committee (CPB) to be spent on women's sport. The text by Congresswoman Mariana Carvalho (PSDB-RO) is being finalized and will be analyzed by the Committees for the Defense of Women's Rights, Sports, Constitution and Justice and Citizenship.

The proposal is currently for consideration in the House of Representatives. “With this addition of resources, women's sport can finally find consistent state support for its development,” said author Mariana Carvalho (PSDB-RO).

According to the parliamentarian, the transfers to the two entities in 2017 totaled more than R$ 350 million (US$ 86m) from lotteries administered by Caixa Econômica Federal, according to the latest data provided by the bank.

The deputy defends her proposal with the argument that the sport in Brazil is not valued as it should and, in the case of female sports, the problem is even clearer. “During the Women's Football World Cup, player Marta protested for equal treatment in sport regardless of gender. Sponsorship is rarely directed to our athletes and having a mechanism that can ensure resources to encourage women's sports will be fundamental for our country,” she says.

Procedure

The proposal is being finalized and will be reviewed by the Women's Rights Commissions; of sport; and Constitution and Justice and Citizenship.
