This is the second consultation that the Ministry promotes on the topic. In the first, held in late July, the objective was to gather the opinion of citizens about this modality, were 1,849 contributions were received. Now, Secap wants contributions, based on the draft decree, regarding the market regulation action.
The Ministry intends to subsidize actions already underway to regulate Law No. 13,756 of December 12, 2018. The objective is to establish a regulatory model aligned with world best practices, which provides a competitive environment for the lottery industry. Any legal changes will be made by the National Congress.
The "fixed odds" lottery modality consists of a betting system related to real sports events, such as a football match, which defines, at the time of placing the bet, how much the bettor can earn if a certain score is hit.
The purpose of the public consultation is to collect subsidies for the improvement of the Decree Draft regulating the Fixed Odd Sports Betting, pursuant to Chapter V, Law No. 13,756, of December 12, 2018. This Decree Draft is the result of 1849 contributions to the regulation of fixed odd sports betting in Brazil received in the context of the 1st Public Consultation on the subject, as well as the accumulated knowledge of the regulation area of this Ministry over the years.
"These contributions convinced us of the need for changes in the legislation that legalized this lottery modality in Brazil, specifically regarding the criminalization of conducts and the restructuring of financial parameters of operation," said the Ministry of Economy on its official website.
In this sense, it should be noted that the proposed draft decree considers that such legal changes will be made by the National Congress, in order to enable the operation of this lottery modality at modern and innovative levels, in order to bring the best international practices to the Brazilian market.
Contributions may be sent until 09/27/2019.
