“Our expectation with Lotex is that the monopoly break increases industry revenues”

BNDES published the new auction notice to delegate to the private sector the exploration of the Exclusive Instant Lottery which is now a public service of the Union. “Our focus with this announcement is to stimulate competition, modernization and the growth of the lottery market in Brazil, which is still far below the world average and from its own potential,” said Alexandre Manoel, head of the Secretariat of Evaluation, Planning, Energy and Lottery of the Ministry of Economy (Secap/ME).

Interested parties should submit proposals on October 17th. The auction is expected to take place on October 22 at the São Paulo Stock Exchange. The announcement can be accessed at the BNDES headquarters in Rio de Janeiro, or through the Lotex website, which must be preceded by a request via email: [email protected]

According to Alexandre Manoel, head of the Secretariat of Evaluation, Planning, Energy and Lottery of the Ministry of Economy (Secap / ME), in announcement were made adjustments in relation to the previous ones in order to make the process more attractive to investors.

"Our focus with this announcement is to stimulate competition, modernization and growth of the lottery market in the country, which is still far below the world average and from its own potential," said the secretary. "Our expectation is that the monopoly break - with the consequent opening of the market - significantly increase the sector's revenues, with a great impact on job creation," he added.

The rules

According to the announcement, the minimum amount for the initial portion related to the grant was set at R$ 96.9 million (US$ 23.2m). In addition, the winner must make payments in seven other fixed installments, to be paid annually, at the granting fee. The granted period is 15 years.

To participate, applicants will need to demonstrate experience in operating an instant lottery venture with a minimum collection of R$ 560 million (US$ 134m) in 12 months..

According to Law 13,756 / 2018, 16.7% of the revenues from operations must go to the government, which allocates it to social beneficiaries - security, sports and culture, for example.

Marketplace

Currently, the lottery sector's revenue represents around 0.2% of GDP. The domestic market ranks 18th in world trade and 96th in per capita terms.

According to Secap / ME, the Brazilian market has the potential to raise at least R$ 30 billion (US$ 7.15bn) a year - or 0.5% of GDP - and significantly increase public policy resources.
