"Brazilian lottery market has huge growth space and Caixa's management is attentive to it"

Gestão Lotérica is a provider of lottery management and advisory services that was founded by three active businessmen 24 years ago. GMB had an exclusive conversation with one of them, Airton Paulo, to talk about the current lottery market, the possible privatization of Caixa and the sale of Lotex to the Estrela Instantaneous consortium. 'They plan to sell 70% through the lottery network at the beginning of the second half of the year,' says the businessman.

GMB - Tell us about the services offered by Gestão Lotérica...
Airton Paulo - The vocation of Gestão Lotérica lies in its founders. Amauri Paulo and Marco Taurisano have also been lottery entrepreneurs for 24 years. Moreover, the very difficulties encountered in the "lottery business" helped that, together, the three of us had thought of creating and offering these solutions.

The main product is the Management System, which provides complete and reliable control of the lottery unit, by closing boxes and data for each TFL (Day - End Summary). In addition to this system, we also advice our customers to aggregate good operating practices, which invariably increases results (profit), and also optimizes the time spent in operating routines.

From the closing of cash at the end of a business day, results and various performance indicators are obtained automatically, such as sales by game modality, products, quantification of game and non-game transactions,  commission control, performance by detailed employee, bank reconciliation, daily cash flow, debit / credit, income statement (DRE) and even instant balance sheet.

All this features with 30 minutes daily and remote support. Gestão Lotérica offers some free web tools like the Lottery Unit Business Evaluation - “Know how much your UL is worth” or “Financial flow”, which immediately shows the financial situation of the operation.
 
The firm has given a free lottery management lecture to more than five hundred lottery entrepreneurs, including some in their own SRs, addressing operational, management, accounting and lottery market aspects, with great receptivity from participants. The differential of Gestão Lotérica is the expertise and market vision, which contributes decisively to increase results, accelerates and expands knowledge of partners.

What penetration do you have in the market today and why are you chosen by lotteries?
Gestão Lotérica operates more intensely in São Paulo and greater São Paulo, and in some states. Certainly, the synergy of Gestão Lotérica professionals is a decisive factor in the selection process. We speak the language of the lottery.
 
How do you see the current moment for lotteries? In recent years, have you had to fight hard with Caixa to earn your rights?
The lottery market must enter into a process of profound changes, as already noted in Caixa's professional management by opening dialogue, being willing to listen more to the lottery network and the concern with sustained growth in the business model. It is necessary to separate past facts from the current conjuncture. The "struggles" were necessary and certainly will continue to be, only on another level of awareness and professional direction.

Last year LOTEX was sold to the Estrela Instantânea consortium. Do you believe this sale can leverage this sector in the country?
LOTEX' sales process was a long one, but the winning consortium, made up of the two largest international players that own 80% of the international market, will certainly take advantage of an industry with huge potential.

According to the consortium executives, they plan to sell 70% through the lottery network at the beginning of the second half of the year and will certainly replace lost revenue through the discontinuation of marketing the famous scratch card. It will be welcomed to the lottery network.

Does Gestão Lotérica expect to be able to work with Scientific Games and IGT at some point?
We do not immediately foresee working directly with the consortium, at least immediately.
As a Management System, yes, we are prepared to manage sales, with statistics and performance indicators, inventories and accounts payable.

There is a process of Caixa privatization. What do you think will happen to Caixa Lotteries? What would be better for lotteries according to your point of view?
Caixa's privatization process prioritizes other sectors, such as insurance, and somehow it is necessary to restructure the organization, including the Lotteries area. However, not least is the professionalization of Caixa and mainly the non-political interference.

Lottery is out of the process of privatization for a number of reasons, but mainly due to legal constraints. What should occur is the separation of the bank's Lotteries Caixa operations with the already created Lotteries Caixa S / A, improved management and gaming portfolio, aiming, among other objectives, to substantially increase the collection for subsequent IPO.

The revitalization of the lottery portfolio will certainly bring positive impacts to the entire market, which conservatively expects will triple the revenue in a few years. For the lottery network, in the coming years, the scenario will be better and, sincerely, we will forget this privatization issue.

These privatizations are taking monopoly from Caixa and bringing competitiveness to the market. What good points will this transition bring to gamblers?
As privatization should not proceed, at least in the short term, what should be observed during this year 2020 will be the reorganization towards results, which involves the revitalization of lotteries and, from there, the exponential growth of the market.

The bettor will have the millionaire lottery mode, with the revitalization of the Mega-Sena (retrofit), or at worst, a new game, however attractive and more fun, that will make them dream bigger. The lottery market in Brazil has huge room for effective growth and Caixa's current direction is attentive and active.

What is your assessment of your company in 2019 and what projects do you have for this year?
2019 was a year of transition and consolidation. For this year 2020 the plan is to grow and seek prominent positioning. We understand that the professionalization of the lottery network will also be required, even automatically, due to the growth of the market and Caixa's strategic and rapid changes, which are already noted.
