"The lottery sector lives a legal situation of insecurity translated into a precarious contractual relationship in complete disarray with the burden of duties and obligations," said Deputy Prado.
The text provides that the permit agreements in force will remain valid and will be transformed into the concession regime from the enactment of the future law, waiving new bidding. It will be up to Caixa to take the necessary measures.
“The precarious nature of the current contractual relationship, which can be broken unilaterally by Caixa, makes it impossible for lottery entrepreneurs to expand investments and limit job creation,” said Weliton Prado. “The conversion from the current permit regime to the concession system rescues and translates into better terms the contractual relationship on which the lottery activity is based,” he concluded.
The project is being finalized and will be reviewed by the Labor, Administration and Public Service Committees; Finance and Taxation; and Constitution and Justice and Citizenship.
