For Roberto Rabello, "this is the day of the release of state lotteries to generate jobs and income," and also commented that, from now on, several lotteries will be created by states that had been trying to implement them and were prevented by the ban. "In addition, other state lotteries that have paralyzed their activities over time will resume operations and new lottery modalities will arrive soon," he said.
According to Rabello, the benefits generated by the revenues, applied locally, will make social assistance much more agile. "Today, the states are waiting for federal transfers, and with autonomy they will be able to make the application of revenues much more immediate thus ending with the plastering of the actions to be developed," he said.
He believes that "even in the first half of next year, society will reap the rewards of the STF's correct decision to end the Union's monopoly for the operation of lotteries."
Marcel Rabello, ABLE's lawyer, said that other lottery modalities could be launched, as long as they meet the guidelines defined by the Union with regard to regulation. “It will be up to the states to operate any product authorized by the federal government. The lotteries will have the autonomy to define the way they will explore the activity, including with technologies more appropriate to our current reality,” he said.
“The exploration of the activity can be done directly by the states or by delegation, concession, authorization or license," concluded Rabello.
