Deputy proposes that foreign bookmakers operating locally contribute 2% of revenue in Brazil

Alexandre Frota (PSDB / SP) presented Bill 4833/202 which seeks to create the ‘Oficinas do Bem’ program, to be developed by the Ministry of Citizenship, which aims to strengthen family bonds and integrate the family unit into the community. The text requires that bookmakers that operate in the country, regardless of their headquarters, should pass on 2% of their revenue and professional commercial exploitation to Brazil.

‘Oficinas do Bem’ is a socio-cultural project that should be created and managed by the Ministry of Citizenship. Among the services offered are social and psychological assistance, school support, psych pedagogy, social assistance, home visits and legal assistance.

For Frota, this bill has unrivaled importance, through a service to strengthen bonds, and promotes interaction, collaboration and mutual development that integrates children and adolescents with the family and the community.

To this end, the deputy proposes that bookmakers that operate local gambling, regardless of their headquarters, should pass on 2% of their revenue and professional commercial exploitation in Brazil. The regulation by the Executive Power of this type of activity is long overdue and “the mentioned Power can no longer evade the regulation of this activity.”

“So that we can offer 16 socio-educational workshops aimed at art, culture, sport, leisure and citizenship on a weekly basis. The Project aims to help children and adolescents who have been victims of domestic and sexual violence, as well as children living with HIV / AIDS and other children and adolescents who are part of the local community,” explains Frota.

The National Congress decrees:

Art.1º The ‘Oficinas do Bem’ program, aimed at children and adolescents, is created within the Ministry of Citizenship.

§ 1 This program aims to strengthen family bonds and integrate the family unit into the community.

Art. 2 Art, leisure, culture, citizenship and sport workshops will be offered weekly, in an appropriate place for such activities.

§ 1 Among all the workshops in the caput of this article are those that offer courses in yoga, percussion, capoeira, performing arts, judo and other courses in need of the community.

§ 2 Specialized personnel will be hired in each of the corresponding areas of the preceding paragraph, not foregoing the hiring of higher level psychologists, therapists, physical educators, social workers, psych pedagogues and all others that the community feels the need to improve the program.

§ 3 There will be no discrimination in relation to age, health status, race, creed, sexuality and any other form of discrimination.

Art. 3 The cost of this program will be carried out through the Regulation, by the executive power, of private lotteries operating in the country, similar to a “Sport Betting” company. Any type of game of chance must be regulated for the cost of this law.

§ 1º 2% (two percent) of the total revenue obtained by these gaming companies in the country will be allocated, regardless of their headquarters.
