Colonel Oswaldo Luiz Pacheco Ribeiro was the president of the Department of Road Transport of the State of Rio de Janeiro (Detro-RJ), an autarchy linked to the State Department of Transport that supervises and regulates intercity transport by bus and van.
It is worth remembering that in July of this same year, Army Reserve Colonel Gilberto Gueiros da Silva was appointed by the former Governor of Rio Wilson Witzel, as Ivan Fogli Gerstner's replacement in front of LOTERJ.
In the decree published on November 13, Governor Cláudio Castro considers:
- the need to observe the principles that guide Public Administration, as set out in article 37 of the CRFB;
- that the efficiency and effectiveness of public spending should guide government actions, with a view to better serving the citizen;
- that the administrative reform will bring to the State of Rio de Janeiro greater efficiency in management acts;
- that this administrative reform will not result in an increase in expenditure, and;
- that it is the exclusive responsibility of the Governor to provide for the organization and functioning of the state administration;
And decrees:
Article 1 - The LOTERJ (Lottery of the State of Rio de Janeiro) of the State Secretariat of Economic Development, International Relations and Energy is transferred to the Secretariat of State of the Civil House.
EXONERATE GILBERTO GUEIROS DA SILVA from the position in committee of President of the Lottery of the State of Rio de Janeiro - LOTERJ, of the State Secretariat for Economic Development, Energy, and International Relations.
NOMINATE OSWALDO LUIZ PACHECO RIBEIRO, to serve on the committee of President of the Lottery of the State of Rio de Janeiro - LOTERJ, of the State Secretariat for Economic Development, Energy, and International Relations, previously held by Gilberto Gueiros da Silva.
