Project seeks to recreate Goiás State Lottery again after STF decision

The Lottery of the State of Goiás (LEG), extinct for more than 20 years, can be recreated by a bill that deputy Vinícius Cirqueira (Pros) presented at the Legislative Assembly. “In September, the Supreme Court ended the federal government's monopoly on the exploitation of lotteries, concluding that it is a matter of public service provision and can be managed by the States. However, the defunct municipality was at the center of a scandal,' said Ciqueira.

Based on an agreement signed between the government and Gerplan, controlled by contraventor Carlinhos Cachoeira, LEG found itself in the middle of a scandal in 1999. This led to the resignation of LEG president Alcides Ribeiro Filho, who was replaced at the time by retired delegate Miguel Batista de Siqueira.

The Attorney General of the State of Goiás also filed a lawsuit, terminating in the 90s the contract that gave Gerplan rights to exploit the games on behalf of LEG. In the lawsuit, attorney Diógenes Mortoza claimed that the extension of the contract until 2010, agreed at the end of 1998, was irregular because it violated the public bidding law.

More than 20 years later, in 2020, the STF decided that the Union does not have a monopoly in the operation of lotteries, concluding that it is a public service provision and can be managed by the States. Thinking about it, deputy Vinícius Cirqueira (Pros) presented this Tuesday (3), in the Legislative Assembly, the bill to recreate the Lottery of the State of Goiás (LEG), extinct more than two decades ago.

Like Cirqueira, other deputies took advantage of the recognition of legitimacy to defend the implementation of state lottery in their region, as is the case of Adjuto Afonso (PDT). "Amazonas has had a law authorizing this activity since 2013. There are states that are already starting the implementation of their lotteries and Amazonas must also do this, as it is an important source of income," said Afonso.

State deputy Ricardo Ayres (PSB), on the other hand, entered into the Legislative Assembly, in October, a bill that proposes the creation of a State Lottery of Tocantins - the “Loteria Social” (Social Lottery). “With a state lottery, in addition to promoting public policies, we may also be able to generate more jobs and income for people of Tocantins with the lottery agencies to be implemented,” said Ayres.
