Espírito Santo government also creates its own lottery to generate funds

Created by Federal Law 1.928 / 1964, the lottery service must be regulated in Brazilian state of Espírito Santo if Bill 601/2020, authored by the state Executive Branch, is approved by the Legislative Assembly. The Initiative creates Loteca, whose resources will be used to promote sport, culture, leisure and tourism. Loteca would thus join Maranhao as the first two states to have their own lotteries after the STF's decision to end the Union's monopoly on the exploitation of the activity.

The proposal was read during the ordinary session of this Monday (21) and was also on the voting list but ended up being removed from the agenda.

The article aims at the creation of the Loteria Capixaba (Loteca), which will be managed and supervised by the State Secretariat of Finance (Sefaz) and will only be valid within Espírito Santo. The matter will be evaluated by the Justice, Sports and Finance commissions.

Loteca will operate with physical and virtual bets, and in the last modality only bettors who prove their address in Espírito Santo may participate.

According to the project, the profits from Loteria Capixaba, as well as unclaimed prizes within the established deadline, will be applied in areas such as sports, culture, leisure and tourism.

The Bill also determines that the Executive Branch may open additional resources necessary for the start of activity in 2021.

According to the Executive, the initiative is already adopted by states like Minas Gerais, Rio de Janeiro and Ceará, which raise funds with their own lottery, also generating jobs with the activity.

"Loteca will be used to support and develop sports in the State, as well as other areas that lack financial support, such as culture and mobility," said the Chief Executive, Renato Casagrande (PSB).
