For O Globo, the lobby for opening casinos in Brazil is Embratur's priority

In a strong editorial entitled “New version of Embratur is a high-risk project”, Brazilian media giant O Globo criticizes that the new federal tourism agency has an annual budget of R$ 480 million (US$ 111m), a volume 1,400% higher than the previous budget. 'The objectives of the new Embratur are outlined in an extremely vague way and on the board's priority agenda there has been a lobby for opening casinos in the country,' says the text.

The government created the Brazilian Agency for International Tourism Promotion, replacing the Brazilian Tourism Institute. The new version of Embratur will have autonomous social service status. This characteristic established in Provisional Measure No. 907, signed by President Jair Bolsonaro on the last day of December, inserts the agency in the group of entities such as Sebrae, Senai, Sesc and others.
 
The government decided to finance Embratur with a slice of the business contributions that are compulsorily paid and support the so-called System S. Apparently, in the redivision of resources, the Brazilian Support Service for Micro and Small Enterprises (Sebrae) is the one who loses (15.7%).
There is an apparent contradiction there with the government proposal to reformulate the S System, with a view to increasing efficiency in the use of public money.
Embratur is reborn rich. It will have an annual budget of R$ 480 million (US$ 111m) to spend. It is a volume of money 1,400% higher than the budget of the previous version, the Embratur Institute. In addition, the MP gave it the possibility to “receive private funds”.
 
Sectoral policies are relevant to the development of the tourism industry. However, it is worth noting that, in this case, it is a sign of expansion of government spending in the midst of an acute fiscal crisis, whose portrait is visible both on the faces of millions of unemployed and under-employed and on the sacrifices necessary to adjust the Social Security accounts.
 
The problems with the new version of Embratur start in the format of its institution. It has been granted the character of "urgency", justified in the text of the MP by the "strategic moment" as follows: "Proximity to Europe's winter holidays" concurrent with the Christmas and New Year festivities in Brazil ". In other words, it was decided to be urgent in the face of fixed and permanent events in the calendar of both hemispheres.
 
The objectives of the new Embratur are outlined in an extremely vague way: "Introduce or maintain the country in the world imagination as a sovereign, welcoming, creative, partner, modern and inclusive nation." They become weird, considering the spending guidelines, informed by the president and directors of the agency to GLOBO: sponsoring productions of exaltation of "military attractions", "Jewish Brazil" and "various destinations on the Northeast coast". On the board's agenda of priorities, the lobby for opening casinos in the country has also been highlighted.
 
Tourism is a serious thing, responsible for about 8% of the Gross Domestic Product. Congress has a duty to review this government initiative in detail, to recreate Embratur. The project contains a high risk of wasting public money, something intolerable in a fiscal agony stage.
