The Secretariat for Evaluation, Planning, Energy and Lottery (Secap) of the Ministry of Economy launched this Monday (17/2) a new public consultation to collect suggestions from society regarding the regulation of fixed-odds sports betting. Contributions may be sent until next March 6th.
The fixed-odds sports betting is the lottery modality in which the bettor tries to predict the outcome of real events, such as football games, for example. In the model, the player already knows at the moment of the bet how much he can win in case of a hit.
To participate, interested parties must send their contributions by filling out a form (to be published today) which must be sent to the following e-mail: [email protected].
Enhancement
This is the third public consultation held by Secap to hear suggestions from the sector and society on the topic. In the first two, the Ministry of Economy received 1,849 and 2,644 proposals, respectively.
The need for a new consultation came after the Attorney General's Office of the National Treasury (PGFN), responsible for legal consultancy within the Ministry of Economy, suggested the adoption of the public concession model for the granting of the service exploitation - replacing the authorization , with which Secap worked until now.
The suggestion was imposed because, as demonstrated by the PGFN, only with the exploitation of the lottery modality under a concession model will the Government be able to foresee penalties, in case of misconduct by the operating agents. This condition is seen as fundamental by the Secretariat, whose work is dedicated to ensuring a high degree of professionalism for the development of activity in the country.
Lottery Law
The fixed-odds sports betting modality was established in Brazil, as an exclusive public service of the Union, through Law 13.756, of December 12, 2018, also known as the “new Lottery Law”. Its commercial exploitation will occur throughout the national territory, in any commercial distribution channel, physical (points of sale) or virtual (electronic ways).
