Aumara Feu would be the replacement of Alexandre Manoel as SECAP ME head

The current Undersecretary of Evaluation and Direct Spending, Aumara Bastos Feu Alvim de Souza, will replace the Secretary of Planning, Energy and Lottery (SECAP), Alexandre Manoel Angelo Da Silva, during his vacation period until February 28th. After the Carnival holidays, Feu would remain permanently in that position, passing Manoel to another area or leaving the Ministry of Economy. SECAP is in charge of regulating sports betting, lotteries and sweepstakes, among other things.

It is not the first time that Feu replaces Alexandre Manoel on vacation. As of the beginning of this year, she takes his role from 30/12/2019 to 15/01. Feu Alvim de Souza has a doctorate in Economics from the University of Brasília (2003, UNB) and was a federal auditor for finance and control at the National Treasury Secretariat of the Ministry of Finance.

Then, Feu was assigned to the former Secretariat for Tax Monitoring, Energy and Lottery-SEFEL (now SECAP) where she held the position of general coordinator of tax studies (COEF) to then move on to the current position of Undersecretary of Assessment and Direct Spending.

Manoel's departure was confirmed by the Secretary himself in exclusive to Games Magazine Brasil. “I confirm my departure sometime this year. But, before leaving, there will be a transition, so that there is no possibility of changing the orientation that SECAP has been following over the past four years,” said the Secretary of Planning, Energy and Lottery of the Ministry of Economy to GMB.

Apparently, the transition could be shorter than expected or there could be no transition at all. Information from the Ministry of Economy indicates that when he returns from Carnival holidays, Alexandre Manoel would leave the portfolio to move to another area or leave the ME. Some issues produced by the delays suffered in projects such as LOTEX, the complex and changing regulation of sports betting and some internal problems would lead to the departure of the current SECAP Secretary.

Games Magazine Brasil was able to speak with Alexandre Manoel, who did not confirm or deny any version of his future but assured that he will confirm after Carnival, on Thursday (27), the date of his departure. In addition, Manoel promised to deliver a statement to the gaming market.

It is not known yet if changes of authorities in the area could also translate into reforms to the current process of sports betting regulation. The Public Ministry published yesterday the new draft that confirms the concession model for the granting of only 30 licenses to operate in the local market together with a public consultation form for companies to provide their comments.
