Therefore, all those who can meet the requested requirements will receive their operating permits.
They have a format of "Online Gaming Agency", whose permission enables the game operation for five years (extendable for another five), and does not initially include receiving bets in agencies or shops in the street, since bets will only be made through digital platforms (cell phones and internet, mainly).
Those interested in the operation must initiate the proceedings before LOTBA, for which they must pay an amount of US$ 30,000 in administrative expenses when entering the system, and must also offer a guarantee of US$ 2 million. Those who manage to prove all the requirements requested in the standard, and access a permit, must pay a fee of US$ 100,000 per year for exploitation rights, to which is added 10% of the net collection.
The start of operations should be estimated in the last quarter of 2020, since they begin when the Implementation Plan of each permit holder is approved, and there are at least three permits in operating conditions (this was requested by the Legislature, in order to avoid the temporary monopoly of a company that enters the market under advantageous conditions with respect to the rest of the permit holders).
In addition, operators must have certifications of accredited laboratories, so that from the City Lottery a Registry of Certified Laboratories will be implemented, in order to complete and give transparency to the business.
As for the bettors, they must be individualized and registered in each betting platform (the scheme does not endorse the anonymous bet, regardless of the amount of the played), and with regard to the marketing and advertising of the activities of the permit holders there are no initial limitations for advertising or offering bonuses, for example, but a strict Advertising Regime is stipulated, as well as a Responsible Gaming Standard.
