Olavo Sales da Silveira, ABRABINCS President

“Taxation provided for in bettings makes the installation of the industry in Brazil almost impossible”

During ICE London 2020, Brazil was present with several entrepreneurs and specialists in the area. The president of ABRABINCS (Brazilian Association of Bingo, Casinos and Similars), Olavo Sales da Silveira, represented the country in the AMPERSAND cycle promoted by Clarion. GMB held an exclusive interview with him, who revealed his perception of the evolution of the fair, the worldwide visibility of the Brazilian gaming market and what should be changed in the bill that regulates sports betting.

GMB - How do you see the evolution of ICE over the years?
Olavo Sales da Silveira -
First, we have to register a change in the exhibition. Five years ago, the pavilions were dominated by equipment, machines, slot machines and a structure aimed at land-based casino and related environments. Today, the fair has changed radically. The domain is largely made up of equipment and software aimed at sports betting and electronic games.

How do we interpret these changes that ICE noted?
The new scenario changes even the configuration of the stands and the big companies that, in previous events, put machines and equipment in the foreground, today, seek partnerships or develop platforms for control and offers of games in electronic environment.

Does this change influence the worldwide visibility that Brazil has in this area?
This makes the world turn its eyes to the country, which until now has not authorized this industry in the modality of entertainment and leisure games. We only have lotteries operating. Besides considering that is a country-continent. So there is great interest because it is under analysis and awaiting the regulation of sports betting in Brazil.

Do you believe that the content that has been shown so far in the bill for sports betting is efficient to open investments in the Brazilian market?
We have to regret the lack of experience of the authorities because the tax proposal affects the betting turn and this multiplies the taxation countless times, which makes the practice and installation of an industry practically unfeasible until Brazil learns that turnover is a money that does not exist, as it spins at high speed between the bettor, the machine or the house and that returns quickly to the player. As long as this perception of, it is very difficult to consolidate legislation in Brazil that allows the installation of large investments.
