Request by Senator Eduardo Girão

Commission to discuss casino opening project in eight Brazilian states

The Regional Development and Tourism Commission (CDR) approved a request from Senator Eduardo Girão (Pode-CE) to hold a cycle of debates in the capitals of eight states (Ceara, Maranhão, Rio Grande do Norte, Bahia, Rio de _Janeiro, São Paulo, Parana and Federal District) on the release of casinos in resorts. A bill (2648/2019) in this sense, by Senator Roberto Rocha (PSDB – MA) is under discussion in the Senate.

The Commission met yesterday (11) and the REQ 10/2020 - CDR, initiated by Senator Eduardo Girão, was approved, requesting that public hearings be held, in the form of a Cycle of Debates, in the capitals of the following states: Ceara, Maranhão, North Rio Grande, Bahia, Rio de Janeiro, São Paulo, Parana and the Federal District, in order to instruct Bill2648/2019.

To participate in this cycle of debates, the Senator proposes that an invitation be sent to representatives, in each state, of the following Bodies:

1 - Representative of the Federal Public Ministry;
2 - Representative of FENAPEF - National Federation of Federal Police;
3 - Representative of ANFIP- National Association of Tax Auditors of the Federal Revenue of Brazil;
4 - Representative of SINDIFISCO - National Union of Tax Auditors of the Federal Revenue of Brazil;
5 - Representative of CNBB;
6 - Representative of the Evangelical Parliamentary Front (appointed by its President);
7 - Representative of the Attorney General's Office;
8 - State Secretariat for Tourism;
9 - Representative of the Ministry of Tourism - MTUR

In his justification for asking for the debates, Girão (contrary to the legalization of gambling) explains:

The reality of the legalization of gambling has, for a long time, brought huge debates both in the National Congress and in Brazilian society. The fact is that there is no consensus on this matter.

Anyone who speaks in favor, points out that this practice will attract tourists, provide a billion dollar collection, multiply jobs, promote the development of the poorest regions of the country, among other improvements for the nation.

Those who oppose it say that this release will be an open door to crimes such as money laundering, tax evasion, sex tourism, etc. They also point to the risk of addiction and the high social costs linked to this practice.

Therefore, far from being unanimous, the practice of gambling encourages innumerable questions and opinions, a fact that leads us to believe that there is an urgent need for a broader debate with society, a debate that is taken to various points in Brazil, through of cycles of discussions in different states of the Nation.
