"Needy and significant part of Brazilian society would be affected with lottery stores closed"

This week, President Jair Bolsonaro included lotteries stores among the essential services that should remain open amid the coronavirus crisis. GMB talked with Jodismar Amaro, president of FEBRALOT (Brazilian Federation of Lottery Companies) about repercussion of the measure in the network and the safety guidelines for employees and public. “Our focus is to guarantee the right of the lottery entrepreneur to work and assist the population,” he said.

GMB - What was the repercussion within the sector regarding the inclusion of lottery stores in the list of essential service that may remain open during the coronavirus quarantine?

- The repercussion was great. It is an intense work of FEBRALOT with parliamentarians and the President to make it happen. Today lotteries are responsible for releasing the main social benefits such as retirement, FGTS, PIS and Bolsa Família. A needy and significant part of the population would suffer if the lottery stores remained closed.

Does this new measure change FEBRALOT’s orientation so that each entrepreneur decides whether to close or not during the quarantine? What is the current situation?
The Federal Decree does not oblige lottery companies to open but authorizes them to do so. It is up to each lottery entrepreneur to assess his risk situation and decide to open or remain closed. The closing is guaranteed contractually with Caixa, just that it communicates in writing following a pattern to its SR.

What is Caixa's attitude towards this measure adopted by the president? What happens in relation to the points that were still being negotiated previously, such as the issue of lottery companies that had debts with the bank?
We don't have this information. This is an internal matter of Caixa.

In addition to the coronavirus issue, were there any conversations on other issues such as the ban on the sale of Tele Sena, improvements to the network and other demands? Is there a perspective for when these issues will be discussed?
Currently, FEBRALOT’s focus is to guarantee the lottery entrepreneur's right to be able to work and assist the population that depends on our services. The other issues will be dealt with in due course after this turbulent period generated by the COVID-19 crisis.

Now that the federal decree has allowed the stores to remain open, what are FEBRALOT’s recommendations so that both businessmen, employees and the public can safely offer and use the services of the lottery without running the risk of contracting or transmitting the virus?
The rule is to follow the guidelines already given by the Ministry of Health. Whoever is in the risk group can send someone to the lottery to avoid leaving isolation. Regardless, it is important for everyone to be at least 1.5 m away from people in the store. Use of alcohol gel and, if you already have symptoms, do not leave the isolation under any circumstances. Employees will also maintain their own hygiene and the place, seeking to keep them able to receive our customers and will make all necessary adaptations to guarantee the integrity of the professionals who will be there.
