Alexandre Manoel's depature from SECAP is published in Brazil’s Federal Official Gazette

The secretary of Evaluation, Planning, Energy and Lottery of the Special Secretariat of Finance of the Ministry of Economy, Alexandre Manoel da Silva, was exonerated at the request of the position this Thursday (5) according to what was published by the Official Gazette of the Union. The economist commanded the secretariat since 2018. The wear and tear with projects like LOTEX, a complex and changing regulation of sports betting and some internal problems put pressure on the ex-SECAP Secretary to leave.

Unlike a traditional resignation, exoneration is the administrative act that disconnects the civil servant from the public service, ending a functional bond and has no punitive character. In the case of Alexandre Manoel, this is an exoneration upon request, which is the unilateral manifestation of the civil servant showing his willingness to leave his post at the Ministry of Economy.

Alexandre Manoel had already said goodbye publicly in a letter to the gaming market when he said that he would seek "new horizons and challenges" and that it was a privilege to work for the development of the country.

"It was really a privilege to have had the opportunity to contribute to the transformations that Brazil needs to grow again and it is with great joy that I look in the mirror and see many achievements in the most diverse areas in which I worked," said the former secretary.

 

 

Still in the farewell letter, Alexandre highlighted the search for a more competitive market in lotteries and that this achievement of his management will help in the consolidation of other gaming modes.

"I would also like to say to those who are claiming the legalization of casinos and other types of gambling that, with the development of the competitive market, brought about by both the operation of instant lottery and sports betting in fixed odds, such release will happen naturally, with the support of society. What was done in the last four years was a necessary step for this to happen inexorably in the coming years," concluded Alexandre Manoel.

The wear and tear caused by delays in projects such as LOTEX, a complex and changing regulation of sports betting and some internal problems put pressure on the ex-SECAP Secretary to leave.

An economist at Ipea, Alexandre Manoel took charge of the former Secretariat for Fiscal Monitoring, Energy and Lottery - SEAE, in April 2018, still in the Temer government, when Mansueto de Almeida left the portfolio to take over the National Treasury. Since then, Manoel has been leading the main discussions in the lottery sector, including the Lotex concession, concluded in 2019, and the regulation of sports betting, still in progress.

The current Undersecretary of Evaluation and Direct Spending, Aumara Feu, provisionally took office on Monday, but it is not yet known who will finally be in office or whether the same portfolio may also undergo changes in its structure within the Ministry.
