Spanish Minister says new rules will ban 80 percent of betting ads

The Minister of Consumer Affairs of Spain, Alberto Garzon, has said that he will “absolutely” comply with the coalition government’s agreement to promote state regulation of gambling advertising, similar to the one of tobacco products. Speaking on local television Garzón said that the new decree will ban 80% of current ads as they are issued and will subject 20% to much stricter rules.

“There will be no announcements with celebrities, loyalty bonds or bundles of tickets inviting you to believe that you are going to get rich,” said the minister, who stressed that it is about breaking the ability of the message to deceive consumers, especially those who are more vulnerable.

Loot boxes in video games will also be addressed in the future with Garzon insisting on the need for a comprehensive plan to address gambling amongst children and considers it a necessary “first step to ban loot boxes in video games that trigger compulsive behaviour in minors.”

In January Garzón announced that the government intends to regulate advertising on a national level. According to Garzón the Ministry will work alongside the autonomous communities and meet with those involved in the gaming sector.

Garzón said he would talk with local lawmakers as well as operators so that they “can agree on a regulatory framework” especially when it comes to the setting up of betting establishments in “humble, working-class neighbourhoods.”

In February the government introduced its draft of the Royal Decree on the future Law of Gaming, which aims to protect minors with measures such as the limitation of schedules, the restriction of the contents that may appear in betting announcements online and the ban on using celebrities.
