The return of gambling on TV
Even so, if there are entrepreneurs ready to promote prize draws on television programs and consumers willing to purchase the product, it is not up to the government to prevent the transaction.
The role of the authorities, however, should be to ensure that the process goes smoothly, with the dissemination of all information - for anyone to buy a cat in a poke.
The Jair Bolsonaro government decided to go into this matter, but, for a change, the wrong way. The goal is only to help broadcasters who are comrades and willing to speak well of the government.
The legal path chosen, once again, was to issue a provisional measure, which takes effect immediately, but ceases to be valid if it is not voted on in 120 days. A bill would be more appropriate, because PMs exist for urgent and very important measures.
If Congress allows this measure to lapse, which has often happened because of Bolsonaro's abuses, those entrepreneurs who have made investments to resume the draws will be harmed. So, there goes the legal security of the business.
There was also a lack of care to prevent compulsive gamblers from placing an excessive number of bets, which should open the door to legal challenges. It was this risk, after all, that led to the banning of this type of gambling in the late 1990s.
You can't even guarantee that the PM will generate a lot of money for TVs. They will have to compete with the internet, which offers a wider range of bets.
