In his request, deputy Costa asked for the following questions to be replied:
1) What are the amounts collected from the sale of federal lotteries in Brazil?
2) Who were the recipients of these funds and how much did each receive?
3) Of the amounts earmarked for federal funds, agencies or entities, how much was actually executed?
4) In which programs, actions and projects were the funds transferred to these federal funds, agencies or entities effectively invested?
5) How much was allocated to the Lottery Development Fund?
6) How and in what values was the execution of the resources of the Lottery Development Fund?
In his justification, Costa states that the information requirement is intended to allow the National Congress better and more detailed knowledge about the collection and application of the proceeds from the collection of federal lotteries in Brazil.
Part of this information is available in Caixa Econômica Federal reports or documents. However, in addition to not being detailed, the way in which some of this information is presented in general does not allow Brazilian citizens, nor the Legislative Branch, to have a sufficiently clear understanding of the collection and distribution of lottery revenues.
In order to fulfill its constitutional duties related to the inspection of the acts of the Executive Branch, it is the duty of the National Congress to know in detail the results of the collection and the degree and form of application of the resources mentioned herein.
