Brazilian deputy asks to allocate 10% of the federal lottery prizes to combat COVID-19

Congressman Cássio Andrade presented Bill 1439/2020 that proposes to amend Law No. 13,979, of February 6, 2020, to allocate to the National Health Fund (FNS) the amount equivalent to 10% (ten percent) of payment of federal lottery prizes, to finance measures to deal with the public health emergency of international importance resulting from the pandemic caused by the coronavirus (COVID-19).

In the Bill text, the deputy requests that the National Congress decree:

Art. 1 Law No. 13,979, of February 6, 2020, comes into force plus the following art. 6th-D:

"Art. 6th-D. While the pandemic decreed by the World Health Organization lasts, it will be allocated to the National Health Fund, for the purpose of financing the measures to be adopted to face the international public health emergency dealt with in this Law, the amount equivalent to 10% (ten percent) deducted from the percentages intended for the payment of prizes for federal lotteries.”


The purpose of the proposal is to provide additional resources to finance the necessary measures to face the public health emergency of international importance resulting from the pandemic caused by the coronavirus (COVID-19).

“Objectively, we are proposing that, while the pandemic decreed by the World Health Organization (WHO) lasts, an amount equivalent to 10% (ten percent) of the payment of prizes from federal lotteries should be allocated to the National Health Fund (FNS), currently governed by Law No. 13,756, of December 12, 2018,” assures the deputy.

In order to avoid further impacts on the distribution of lottery revenues, Andrade proposes that this extraordinary redistribution be made through such compensation.

“We understand that, given the urgency and seriousness of the situation experienced by Brazilian citizens as a result of the pandemic caused by the coronavirus, such resources will be much more useful and relevant to Brazilian society if they are intended to finance the health measures necessary for prevention and to combat this pandemic that is plaguing our country,” concludes Andrade in his justification.
