Brazilian deputy presents projects to allocate lottery money to the Health Fund

Parliamentarian Alexandre Frota presented Bills 2758/2020 and 2759/2020 this Tuesday afternoon at the Chamber of Deputies. The first proposal allocates 20% of all prediction lottery prizes not claimed by winners within the legal deadline for the National Health Fund. The second establishes a 10% of the total collection of values with lotteries forecasts for the same fund. According to Frota, the idea is to help the health sector in this moment of exceptionality experienced due to the coronavirus.

In the text of Bill 2758/2020, deputy Alexandre Frota (PSDB / SP) proposes:

THE NATIONAL CONGRESS decrees:

Art. 1 ° - It will be destined 20% (twenty percent) of the entire collection of prizes of lotteries of forecasts of the country not claimed by its winners within the legal term.

§ 1 The amounts collected in compliance with the caput of this article will be destined exclusively to the National Health Fund.

§ 2 The percentage allocated in the caput of this article will be valid only as long as the effects of Legislative Decree No. 6 of March 20, 2020 will last.

Art. 2 This law comes into force on the date of its publication.


In Bill 2759/2020, the proposal is:

THE NATIONAL CONGRESS decrees:

Art. 1 - 10% (ten percent) of the entire collection with the country's lottery forecasts will be allocated to the National Health Fund while Legislative Decree No. 6 of March 20, 2020 is in force.

§ 1 As soon as the Decree mentioned in the caput of this article loses its effectiveness, this law will be revoked.

Art. 2 This law comes into force on the date of its publication.

In his justification, Alexandre Frota used the same text for both projects. In it, the parliamentarian highlights that in this period of exceptionality due to the coronavirus pandemic, the Ministry of Health needs to increase its revenue urgently and it would be consistent to take this funds from the lotteries.

“In this moment of exceptionality, we must prioritize the sector that most needs government funds to solve the problems of the Brazilian population with regard to the installed pandemic. All efforts to allocate funds to the National Health Fund are extremely and vitally important,” says Frota.

With the two new projects, Deputy Alexandre Frota has already added a total of four involving lottery resources. The other two allocate funds from the activity to help Brazilians with repatriation and to fund children and adolescents. The congressman is also part of the group that supports the bill presented by deputy Benedita da Silva, which allocates lottery resources to culture.
