The Board of the Investment Partnerships Program (CPPI) met with the presence of President Jair Bolsonaro and Economy Minister Paulo Guedes, who chairs it, to deliberate on new ventures to be qualified under the program. Projects qualified in the Program have national priority before all public agents, in the administrative and control spheres of the Union, States, Federal District and Municipalities.
"The privatization, of the public lottery service called ‘fixed-odds bets’ will be structured so that we can have a concession to provide the services and be able to collect taxes as well, and contribute to the government's fiscal effort," said the secretary PPI special, Martha Seillier.
STEPS TO FOLLOW
PPI will act in the coordination and monitoring of projects in support of sectoral Ministries and other federative entities, especially with regard to the planning, modeling and monitoring of enterprises. The sports lottery is technically called Fixed-Odds Betting. Today, it is a Union’s exclusive public service. The BNDES will be responsible for executing and monitoring the process.
The privatization model treated here to regulate sports betting is similar to the recent concession of the lottery modality of the Exclusive Instant Lottery (LOTEX): Publication of the Decree that includes the topic in the National Privatization Program - PND, Public Hearing, Public Consultation, Publication of the Auction Notice in the Official Gazette of the Union and Auction.
From now on, the function of the Secretariat for Evaluation, Planning, Energy and Lottery of the Ministry of Economy (SECAP/ME) will be to hold periodic meetings and direct contact with the BNDES to coordinate the stages of the process until the date of delivery of the concessions. BNDES is responsible for drafting a business plan that includes an economic-financial analysis to finally define the concession model, the number of licenses and the minimum grant amounts for interested companies to participate.
WHAT WAS ATTEMPTED WITH THE INCLUSION OF BETS IN THE PPI?
The objective is to seek more efficient models for the provision and management of public services, promoting competition, legal certainty, proposals for regulatory improvements, with a view to attracting national and foreign investors.
What is sought with inclusion in the PPI is to speed up the regulatory process. The topic starts to be treated as projects of strategic interest and to have national priority with all public agents in the administrative and controlling spheres of the Union, the States, the Federal District and the Municipalities, under the terms of article 5 of Law nº 13.334 / 2016.
The vertical, commonly known as "sports betting", is a lottery in which the player tries to predict the outcome of sporting real events, such as scores, number of cards, who will make the first goal, etc., at football games, but not restricted exclusively to this sport. Unlike other lotteries, in sports betting, the bettor knows, at the time of the bet, how much he can win in the event of a hit by means of a multiplier (the fixed odds) of the stake.
Allowed by Law 13.756 / 2018, without regulating the theme, this activity has been explored in the country in a virtual way by foreign companies moving, according to the PPI, is around R$ 2 billion (US$410m) per year, which ends up being sent outside Brazil.
"Considering that the existing legal framework allows the exploitation of such a service by the private market, it is proposed to privatize ‘fixed-odds bets’ in order to relieve the State from acting in an area with a high degree of innovation; and to improve the environment and generate jobs," informed the PPI.Source: GMB
