Rodrigo Maia: "Internet gambling already exists, needs to be discussed as soon as possible"

To facilitate the approval of PM 923/2020, deputy Paulo Pereira Da Silva decided to withdraw his amendment that proposed changes in the law that legalized the lottery modality of fixed-odd or sports betting because the topic was controversial for the evangelical bench. In this sense, the President of the Chamber, Rodrigo Maia, assured that 'gambling on the Internet already exists, there is only no collection in Brazil because there is no regulation, and the topic needs to be discussed as soon as possible.'

“I made an amendment to this provisional measure, because I thought it was the topic. But there started to be quite a stir and some problems, and I don't want to create problems. I talked to several leaders a little while ago, Baleia Rossi, Aguinaldo Ribeiro, Arthur Lira, Major Vitor Hugo, and I thought it would be good to remove the amendment,” said Pereira Da Silva yesterday during the broad session where PM 923/2020 that authorizes Brazilian radio and open television networks to offer draws with prize.

As it was creating a whole difficulty to this Amendment No. 3, Paulo Pereira Da Silva asked President Rodrigo Maia to withdraw it and discuss this issue again in due time: “I believe that we should discuss projects that create jobs and generate income and revenue. I think that my amendment could promote the collection of about 3 billion reais (US$585m) for the Government.”

After this statement, the President of the Chamber, Rodrigo Maia, agreed and thanked Pereira da Silva for the gesture but anticipated that this topic deserves a treatment aside and with some urgency: ”Gambling on the Internet already exists. There is only no collection in our country because there is no regulation. And this topic will certainly need to be discussed as soon as possible.”

“I just wanted to say that I think we should discuss this issue in due time. That's because, today, in Brazil, between 9 and 10 companies are already operating these electronic games. And there is already a dispute with the evangelical bench, which I think is creating some difficulties with this amendment. This dispute already exists. These companies are already operating here, they just aren't paying tax. Therefore, the idea of this amendment is to regulate electronic games for Brazil to collect,” explains the deputy.

“Therefore, this competition, which some from the evangelical bench imagine could be generated, already exists, is already happening, even in a more advantageous situation, because they do not pay tax. To the extent that we regulate, these companies would have to pay taxes. Therefore, the competition that exists today with the evangelical bench would be less unfair,” concludes the deputy.
