Legalization of gaming sector can finance Ministry of Public Security

The pro-civilian armament group -locally known as “bullet bench”- evaluates using a Bill by Senator Ciro Nogueira on the legalization of gambling to supply the budget of the new ministry. The idea is to free up the operation of casinos and the local popular ‘jogo do bicho’. The tax proceeds would be fully allocated to the Ministry of Public Security. There is strong resistance from the evangelical front, which has already opposed the release last year.

The group expects Planalto (official workplace of the President of Brazil) to recreate the Ministry of Public Security by October and looks for a way to boost the portfolio's budget.

Local media O Antagonista learned from deputies that Jair Bolsonaro intends to divide the portfolio headed by André Mendonça after Congress approved the autonomy of the Central Bank (CB). That would be a way to remove BC president Roberto Campos Neto from the list of 23 ministers to make room for a new head.

The recreation of Public Security does not have much appeal among party leaders, because the government does not foresee a budget allocation for the ministry. The expectation is that the portfolio, if recreated, will be supplied only by relocations on the Esplanade (ministries headquarters) and parliamentary amendments.
