I request Your Excellency, pursuant to art. 155 of the Internal Regulations, urgency for the appraisal of Bill 4423/2020, of my authorship, which amends Law No. 13,756, of December 12, 2018, to authorize Caixa Econômica Federal to carry out, in 2020, an additional tender and exclusive lottery of numerical prognoses whose net income is entirely allocated to the National Health Fund, for the purpose of financing the measures to be adopted to face the public health emergency of international importance resulting from the coronavirus responsible for the 2019 outbreak.

Last September, Deputy Bengtson presented Bill 4423/2020 to amend Law No. 13,756, of December 12, 2018, with the aim of providing an additional source of financing for measures to address the public health emergency of international importance arising of the coronavirus.
To this end, he proposes that Caixa be authorized to hold, in 2020, a single lottery contest with numerical prognosis (which has Mega-Sena as its most well-known product) whose net income is fully allocated to the National Health Fund - FNS.
"Such a proposal will not have any financial impact, since the measure is to authorize the holding of an additional tender to those that already exist. In addition, the part that will be destined to the FNS corresponds to the net income, in order to keep the allocations to cover expenses costing and maintaining the lottery operator's agent of numerical predictions, the payment of prizes and the payment of income tax on the prize,” explains Bengtson.
