The Plenary of the Chamber of Deputies this week approved the proposal that provides for financial assistance of up to R$1.6 billion (US$290m) to the sports sector due to the pandemic of COVID-19. Senate amendments to Bill 2824/20 were approved.
In the text, the senator from Minas Gerais included the Brazilian Committee of Paralympic Clubs (CBCP) and the entities linked to it as able to receive lottery funds, without the need for the money to be intermediated by any other entity. Thus, the Paralympic sector will be served directly by the National Sports System.
“Failure to pass on values to clubs that promote and encourage Paralympic sport is a historic mistake. We're fixing that! It is not new money. The resources are already there and planned. It is just a reorganization of the distribution of these values,” celebrated Senator Carlos Viana, who believes that Brazilian Paralympic sport will have a new horizon from now on.
In addition to the percentage that CBCP should receive -about 0.03% of the collection of lotteries- the amendment approved to the project also foresees that about R$90 million (US$16.3m) that have been held by the Brazilian Club Committee (CBC) for nine years, is released to the Brazilian Committee of Paralympic Clubs. Since 2011, the CBC has received funds from federal lotteries that should be passed on to clubs that present Paralympic projects. According to the entity's 2019 balance sheet, there are R$90.4 (US$16.38m) million described as "savings for a Paralympic project."
Other points of the project
The rapporteur, deputy Alexandre Frota (PSDB-SP), recommended that all changes made by senators be maintained in the substitute approved by the Chamber in July. At that time, Frota had made modifications to the original text of Congressman Felipe Carreras (PSB-PE) and 14 other parliamentarians.
Managers of sporting entities may have their private assets blocked by judicial decision to support losses for acts of irregular management.
Football clubs will be able to renegotiate tax debts with the Union, through the Profut (Brazilian Football Management and Fiscal Responsibility Modernization Program). The bill goes to the sanction of the President of the Republic.
