The STF's decision to end the monopoly of the Union for the exploitation of lotteries is already moving the market and, last Friday (22), Loterj held a public hearing to discuss procedures to open a bid to continue the exploration of the instant lottery games and numerical predictions in Rio de Janeiro.
The audience, according to the company’s president Oswaldo Ribeiro, “was the one with the largest number of participants that Loterj has done so far, so it was very positive.” The attraction of several private operators shows the interest that the company arouses, “because Loterj is emblematic and the market in the state of Rio de Janeiro is very promising.”
According to the president, a summary of the main topics of the future bidding was given to those present and the agents' ability to operate certain games and not to operate others was discussed. “Likewise, there was a statement about the volume of investments in a 60-month contract. These themes were already in Loterj's internal debates and their confirmation in the public hearing only reinforced the impression that we are going in a good direction,” said Oswaldo Ribeiro.
According to him, the most relevant considerations in the audience were on the characteristics of certain games and distribution, among other important topics. The president pointed out that “the future contractor will operate numerical prognosis and games with instant prizes, as long as there is no conflict with the current contract. We will try to give operational freedom, but details of this relationship will be in the future announcement,” he said.
At the meeting, lawyer and lottery specialist Roberto Brasil Fernandes made excellent clarifications about the STF decision and the states' capacity to perform their public lottery services. In addition, he reinforced Loterj's position regarding the ability to seek to modernize its operations.
The next step will be the publication of a bid notice that will define the new lottery modalities to be explored in Rio de Janeiro. “We are striving to make everything happen as soon as possible, as the result of Loterj is destined to serve the assistance areas of the State of Rio de Janeiro - in short, thousands of people need to benefit from the lottery's resources again. At the same time, we cannot go wrong. For this reason, I hope that the agents interested in the event will be ready and organized for the public selection process,” concluded Ribeiro.
